I recently setup the CurrentCost and Pachube like yourself.  I also experienced the issue of alternating power draw and assumed it was a device switching on an off - which caused much head scratching.  

However, after a little investigation - finally reading the FAQ in the instructions. I discovered that my monitor was picking the meter from another house and alternating the reading with my own.  To resolve the issue, you just need to re-twin the monitor with your own meter as per the instructions.  Hope this helps!
